Lance Armstrong is a liar, a bully and a fraud in the eyes of Travis Tygart, but the U.S. Anti-Doping Agency CEO also saved some salvos for the International Cycling Union (UCI) Sunday night, suggesting cyclingâs governing body was a culprit in Armstrongâs decade-long doping scam.

Pelley referenced the 2001 Tour of Switzerland race in which Armstrong allegedly tested positive for the blood-boosting drug EPO. Armstrong denied the positive test during his interview with Winfrey, but Tygart said Armstrong was lying and that USADA has the evidence that Armstrong and UCI conspired to make the positive test disappear.
Tygart told Pelley how the Swiss lab director, Marcial Saugy, âwas instructed by UCI to meet with Lance Armstrong and (Armstrongâs team director) Johan Bruyneel and explain the EPO testing process, which he told us was unprecedented. And I asked him, âDid you give Lance Armstrong Michael Kors Website and Johan Bruyneel the keys to defeat the EPO test?â And he nodded his head yes,â Tygart said.

Pelley concluded the segment by saying that Armstrongâs legal team had already indicated to â60 Minutesâ that Armstrong would not be able to meet the Feb. 6 deadline and that Armstrong was more likely to go to UCI than USADA to tell his story.
If Armstrong chooses that route, USADAâs lifetime ban of Armstrong is unlikely to be reversed or reduced. Tygart said only Armstrongâs full confession by the set date will be sufficient.
âHe would have to come in just like all 11 of his teammates did and testify truthfully about all of those who were involved with him pulling off this grand heist,â said Tygart.
